President & CEO, Puget Sound Energy
Kimberly J. Harris is president and CEO of Washington-based Puget Sound Energy.
Prior to being named president of PSE in June 2010, Harris served as executive vice president and chief resource officer beginning in 2007. In this role she was responsible for all of PSE’s energy resources and led the operation of the company’s wind power facilities. She also guided development of the company’s Lower Snake River Wind Project, currently under construction near Pomeroy, Garfield County.
She has served as senior vice president of Regulatory Policy and Energy Efficiency, where she was responsible for the company’s residential and business energy efficiency services, as well as vice president of Regulatory and Government Affairs, director of Load Resource Strategies and associate general counsel. Prior to joining PSE in 1999, Harris practiced law with Perkins Coie, a nationally recognized law firm based in Seattle.
Harris has a bachelor’s degree from San Diego State University and a juris doctor degree from Arizona State University. Harris is married with two grown children.
Commissioner, Federal Energy Regulatory Commission
Commissioner LaFleur has more than 20 years experience as a leader in the electric and natural gas industry. She retired in 2007 as executive vice president and acting CEO of National Grid USA, responsible for the delivery of electricity to 3.4 million customers in the Northeast. Her previous positions at National Grid USA and its predecessor New England Electric System included chief operating officer, president of the New England distribution companies and general counsel. Earlier in her career, she was responsible for leading award-winning conservation and demand response programs for customers.
Commissioner LaFleur has been a nonprofit board member and leader, serving as a trustee of Beth Israel Deaconess Medical Center in Boston, Worcester Polytechnic Institute, and several other organizations. In 2008, she served as CEO of the Steppingstone Foundation, an educational nonprofit in Boston. She has been honored by Bryant University, Women’s Business Boston, the Greater Boston Chamber of Commerce, and the YWCA of Central Massachusetts.
Commissioner LaFleur began her career as a lawyer at Ropes and Gray in Boston. She has a J.D. from Harvard Law School, where she was an editor of the Harvard Law Review, and an A.B. from Princeton University.
Commissioner LaFleur is married to William A. Kuncik, a retired attorney, and they are the parents of two grown children.
Executive Vice President Corporate Strategy, Bonneville Power Administration
Elliot Mainzer is the Executive Vice President for Corporate Strategy at the Bonneville Power Administration. In this capacity, he has responsibility for crafting agency strategy on critical regional and national issues including climate change, renewable resource integration, regional transmission planning and market design.
Mr. Mainzer has held a variety of positions within BPA. Most recently, he served as the Manager of Transmission Policy and Strategy where he led the development of BPA’s Network Open Season and FERC Order 890 tariff filing. In 2006-2007, he led the development of the Northwest Wind Integration Action Plan in cooperation with utilities, developers and policymakers throughout the Pacific Northwest. He also has served as Trading Floor Manager and Manager of Pricing and Transaction Analysis in the Agency’s Power business line.
Prior to joining BPA, Mr. Mainzer established and managed Enron’s Renewable Power Desk out of its Portland, Oregon office. He has an MBA and Master of Environmental Studies degrees from Yale University. Mr. Mainzer is an active speaker on renewables integration and market design issues at conferences across the country, member of the Western Electric Industry Leaders Group, and a former member of the Board of the Utility Wind Integration Group.
Attorney, Van Ness Feldman
Malcolm McLellan has over a decade of experience representing clients in the areas of energy, environment, municipal, and commercial law. In particular, he focuses on solving the complex problems that often arise when addressing electricity transmission issues. Mr. McLellan is integrally involved in the formation of Grid West and the process by which it was integrated with the Western Interconnection and Canada. Additionally, he counsels clients on issues related to power marketing, including WSPP contact transactions, EEI contract transactions, and bilateral short-term and long-term transactions.
With regard to the hydroelectric industry, Mr. McLellan regularly provides counsel on such matters as relicensing, license amendments, and license compliance issues; non-FERC jurisdictional hydro; facility operations; Canadian treaty implementation; non-treaty storage agreements; the Pacific Northwest Coordination Agreement; and the Mid-Columbia Hourly Coordination Agreement. A 1993 cum laude graduate of Gonzaga University School of Law, Mr. McLellan received his B.A. in Economics from the University of Washington.

Commissioner, Washington Utilities and Transportation Commission
Patrick Oshie was appointed to the Washington Utilities and Transportation Commission by Gov. Gary Locke in 2001, and reappointed by Gov. Christine Gregoire in 2006. Prior to his commission appointment, he was a partner in a Yakima law firm, specializing in federal Indian and environmental law.
Commissioner Oshie is a member of the Energy Resources and the Enviroment Committee of the National Association of Regulatory Utility Commissioners (NARUC) and served as the committee’s Chair and Vice-Chair. As Chair, he represented the committee on NARUC’s Board of Directors. He is also a member of NARUC’s Committee on Consumer Affairs, and serves on the National Council of Electrical Policy and the Advisory Committee for the Institute for Electric Efficiency. In addition, he Co-Chairs the State Energy Efficiency Action Network’s Evaluation, Measurement, Verification Work Group.
Since his appointment, he has served on the National Action Plan for Energy Efficiency Leadership Group, the Electric Power Research Institute’s Advisory Council and the Gas Technology Institute’s Public Interest Advisory Committee. From 1998-2009, he was a member of the Board of Directors for the Northwest Justice Project, a publicly-funded legal aid organization serving throughout Washington. During his tenure, he served as the board’s President, Vice-President and Chair for its Audit-Budget Committee. He has also served as a board member of the Providence Hospital Foundation and Washington’s Center for Enviromental Law and Policy.
Oshie received his law degree from the University of Washington in 1980.
Director, Tariffs and Market Development – West, FERC
Steve Rodgers is the Director of the Division of Electric Power Regulation for the West at the Federal Energy Regulatory Commission. The OEMR-West Division that Mr. Rodgers leads is responsible for processing and addressing the technical aspects of all electric rate filings for the Western US. The Division also promotes the development of competitive wholesale electricity markets in the West. In addition, the OEMR-West Division is responsible for processing filings for all regions of the US in the following programmatic areas: electric market-based rate filings; corporate applications (including all mergers) filed under section 203 of the Federal Power Act; public utility security issuance filings made under section 204 of the FPA; and interlocking directorate filings made under section 305 of the FPA.
Mr. Rodgers has been on the FERC staff for 26 years – six years on the litigation staff and the past twenty years on the advisory staff. He has extensive experience in the areas of corporate regulation (including mergers), market-based rates, QFs and electric rate policy. Mr. Rodgers is also a member of the Senior Executive Service.
Mr. Rodgers has a B.A. in Economics from Washington & Lee University, and a Master’s Degree in Economics from the University of Virginia.
Senior Associate, The Regulatory Assistance Project
Lisa Schwartz is a senior associate at the Regulatory Assistance Project, a nonprofit group that provides technical and policy assistance to government officials on energy and environmental issues.
Among her current projects, Ms. Schwartz assists the Western Governors’ Association with its renewable energy zones initiative and the State-Provincial Steering Committee’s efforts to comprehensively evaluate energy efficiency, demand response and distributed generation in transmission planning for the Western Interconnection.
She also serves on WECC’s Transmission Expansion Planning Policy Committee. For the U.S. Department of Energy, she coordinates technical advice for utility smart grid studies. Before joining RAP, Ms. Schwartz led the Oregon Public Utility Commission’s work on resource planning, competitive bidding, renewable resources, distributed generation and demand response. She also served as a senior policy analyst at the Oregon Department of Energy and assistant administrator of the Oregon State University Extension Energy Program.
Partner, Perkins Cole
Karen McGaffey’s practice involves the full range of environmental issues. She assists clients with project development, permitting, compliance and regulatory matters under state and federal environmental and land use laws, including the National and State Environmental Policy Acts (NEPA/SEPA), the Clean Water Act (CWA), the Clean Air Act (CAA), and the Endangered Species Act (ESA). She represents clients in environmental litigation, including CERCLA and MTCA cost recovery actions, natural resource damage claims, government enforcement actions, citizen suits and lawsuits challenging permits and regulatory developments. She also assists with due diligence investigations and other environmental aspects of corporate and real estate transactions.
Karen’s practice focuses particular emphasis on energy project development and facility siting. She assists clients in the development of all types of energy facilities, including natural gas-fired power plants, wood-fired cogeneration facilities, wind power projects, solar energy projects, electric transmission lines, and pipelines carrying oil, petroleum products, natural gas and hydrogen. She advises clients on greenhouse gas mitigation requirements and opportunities. She also assists clients with legislative and regulatory matters concerning energy facility siting, climate change, renewable energy credits and renewable energy portfolio standards.
Karen serves on the Firmwide Management Committee and Executive Committee.
Executive Director, Deloitte Center for Energy Solutions
Branko Terzic is a former Commissioner of the U.S. Federal Energy Regulatory Commission (FERC), Commissioner on the State of Wisconsin Public Service Commission (WPSC) and Chairman, CEO and President of the holding company Yankee Energy System Inc and subsidiary Yankee Gas Services Company (Meriden, CT).
An international consultant to corporations, multilateral lending agencies and governments on energy, infrastructure and network industry issues, Dr. Terzic has extensive experience in the oil and gas industry in valuation, management and regulation having regulated natural gas distribution companies at retail, interstate natural gas and oil pipelines at the FERC and serving as CEO of a natural gas distribution company.
Currently Executive Director of the Deloitte Center for Energy Solutions (Houston, TX and Washington, DC) and Regulatory Policy Leader in Energy & Resources for Deloitte Services, LP (Washington, DC); Dr. Terzic also serves as Chairman of the United Nations Economic Commission for Europe (UN ECE) Ad Hoc Group of Experts on Cleaner Electricity Production from Coal and Other Fossil Fuels (Geneva, Switzerland). In 2010 he was appointed to The National Coal Council, the advisory body to the U.S. Secretary of Energy having previously served on the DOE Secretary’s National Petroleum Council.
He holds a Bachelor of Science degree in Engineering (B.S.E.) and an honorary Doctor of Sciences (Sc.D.) in engineering from the University of Wisconsin- Milwaukee. He is a registered Professional Engineer in Wisconsin.
Senior Vice President & Chief Strategy Officer, Puget Sound Energy
Eric M. Markell is Chief Strategy Officer for Washington-based Puget Energy and its utility subsidiary, Puget Sound Energy. He also is a director of the board of Puget Western, Inc., a PSE-affiliated company.
Markell is responsible for leading a new organization focused on energy efficiency, emerging technologies and entrepreneurial opportunities.
Named Chief Strategy Officer in February 2011, Markell previously was executive vice president and CFO responsible for all financial functions, including Internal Audit, Energy Resource Acquisition and Energy Supply and Planning.
Prior to joining PSE, Markell was CFO of Club One, Inc. in San Francisco. From 1990-2000 he served as vice president and CFO of United American Energy Corp., a private independent energy company based in Woodcliff Lake, N.J., specializing in special situation investing and turnaround management of distressed energy companies. Markell is a past treasurer and controller of Central Hudson Gas & Electric Corporation, a New York state investor-owned utility. Prior to joining Central Hudson he was vice president and treasurer of the New York State Energy Research and Development Authority, a public benefit corporation active in utility finance and energy research and development.
Markell is a past member of the board of directors of United Way of King County and past chairman of its Finance and Audit committees.
Markell has a bachelor’s degree with distinction in Economics from Union College, Schenectady, N.Y., and a master’s of Public Administration degree from The Maxwell School, Syracuse University.
Natural Gas: Game Changer?

Ralph Cavanagh is a senior attorney and co-director of NRDC’s energy program, which he joined in 1979. In addition, Ralph has been a Visiting Professor of Law at Stanford and UC Berkeley (Boalt Hall), and from 1993-2003 he served as a member of the U.S. Secretary of Energy’s Advisory Board. His current board memberships include the Bonneville Environmental Foundation, the California Clean Energy Fund, the Center for Energy Efficiency and Renewable Technologies, the Renewable Northwest Project, the Northwest Energy Coalition, and the Energy Center of Wisconsin.
He is a member of the National Commission on Energy Policy, which the William and Flora Hewlett Foundation established in 2002. Ralph has received the Heinz Award for Public Policy, the Yale Law School’s Preiskel-Silverman Fellowship, the Lifetime Achievement in Energy Efficiency Award from California’s Flex Your Power Campaign, the Headwaters Award from the Northwest Energy Coalition, and the Bonneville Power Administration’s Award for Exceptional Public Service.
He is a graduate of Yale College and the Yale Law School. He is married to Deborah Rhode, who is the MacFarland Professor of Law at Stanford Law School.
Director of Government Affairs, Spectra Energy Transmission
Sarah McCullough is director of government relations for Spectra Energy Transmission’s Western Canadian operations. She is responsible for leading the organization’s government relations and climate change functions.
Sarah has significant experience in policy development, advocacy strategy and execution, and building long-lasting collaborative relationships with external stakeholders.
Since joining the company in 1994, Sarah has held various positions within the company’s public affairs and external relations functions, including corporate communications, media relations, and community investment.
In 2002, during the acquisition of Westcoast Energy by Duke Energy, Sarah was instrumental in the integration of the Canadian corporate communications function with Duke Energy’s public affairs organization.
Prior to the acquisition, Sarah was a senior leader in Westcoast Energy’s corporate communications function, responsible for internal and external communications, media and crisis communications, and community investment. She also developed and launched the company’s internal and external Web sites.
In 2007, Sarah also developed and executed the strategy and programs to celebrate Westcoast Energy’s 50th anniversary of operations in British Columbia.
Sarah graduated from Carleton University with a major in political science. She is a volunteer with the United Way of the Lower Mainland and leads Spectra Energy’s Vancouver Business Women’s Network.
Sarah and her husband Scott reside in West Vancouver with their two small sons.
Chief Strategic Officer & Vice President of Business Development & Energy Supply
Keith White is Vice President, Business Development & Energy Supply for NW Natural and its Chief Strategic Officer. His areas of responsibility include strategic planning, business development and gas supply.
Mr. White joined NW Natural in 1996. Prior to that, he spent 20 years in the electric industry at Portland General Electric. He grew up in Corvallis and obtained his undergraduate degree in Business from Oregon State University.
Mr. White joined the LifeWorks NW board in September 2003 and assumed the chair position in July 2010.
Partner, Stoel Rives
Tim McMahan is a partner, practicing in the areas of energy, land use, real estate development, environmental, and municipal law. He has offices in Portland, Oregon and Vancouver, Washington. Tim has extensive experience in representing energy facility developers, property owners, and municipal clients in Washington and Oregon. Tim focuses his practice on defending renewable energy, natural gas pipeline, and electrical transmission projects facing opposition.
Prior to joining Stoel Rives, Tim served as the Port Townsend City Attorney for over five years, during which he guided Port Townsend through Growth Management Act implementation, successfully defended the city’s Comprehensive Plan and Shoreline Master Program in agency and judicial litigation and developed innovative strategies to protect Port Townsend’s municipal water supply from spiraling demands.
Transmission: Where’s the Progress?
Vice President of Transmission, PacifiCorp
John Cupparo joined PacifiCorp in 2000 to assume responsibility for information management systems for PacifiCorp’s regulated and unregulated businesses. In 2005 he was named chief information officer. In August 2006, John was named vice president of transmission. He is responsible for ensuring implementation of PacifiCorp’s open access tariff, long range system planning, transmission strategy and policy and delivery of system investment projects.
Cupparo has 20 years of experience delivering solutions to the energy industry. He spent 15 years in Houston, Texas, supporting natural gas, power and weather trading businesses for Texaco and Koch Industries.
Cupparo earned a bachelor’s degree in computer information systems from Colorado State University. He is a board member of Junior Achievement and is co-chair for the Northern Tier Transmission Group. In April 2009, he was elected as a board member for the Western Electricity Coordinating Council. In his WECC board capacity, Cupparo serves on the transmission expansion planning and policy committee, the scenario planning steering group and the reliability center committee.
President & CEO, SeaBreeze
Paul Manson is President and CEO of Sea Breeze Power Corp., a Vancouver, B.C.-based renewable energy and transmission company dedicated to meeting the growing demand for clean, sustainable, green power in British Columbia and beyond.
Mr. Manson was appointed President of Sea Breeze Power Corp. in 2003, following the acquisition of a wind development company, Sea Breeze Energy Inc., which he co-founded in 2001. Sea Breeze Energy Inc. was the first company in British Columbia to pursue wind energy as a commercial opportunity, and the first company in British Columbia to achieve a full environmental permit for a wind farm.
Prior to his appointment as President of Sea Breeze Power Corp. in 2003, Mr. Manson held positions of General Manager and Corporate Secretary of the Company, with involvement dating back to 1998.
Since 1987 Mr. Manson has held executive management positions with several development companies in the natural resources industry. He fostered the growth of several companies in their start-up stage, and has extensive experience in the administration of public companies. In addition to serving as President of Sea Breeze Power, he is also president of the financial and management consulting firm Banks Island Management Services Inc. and Co-Chair of the Energy II Working Group (Renewable Energy), Pacific Northwest Economic Region. Mr. Manson is a frequent speaker at renewable energy industry conferences, seminars and forums.
Director of Export Transmission Development, Powerex
Rohan Soulsby is Director, Export Transmission Development with Powerex. His group is focused on helping British Columbia achieve its strategy of being a net exporter of clean, renewable power by creating additional access to markets. Prior to re-joining Powerex in 2010, Rohan spent 4 years with the BC Transmission Corp (BCTC) as Director of Market Operations and Development. In this capacity, he had oversight of BCTC’s open access transmission tariff and the implementation of a transmission expansion policy.
Prior to 2006, Rohan was with BC Hydro as Manager of Energy Planning and Acquisitions. He was responsible for load forecasting, electricity planning, energy acquisition, and procurement of transmission services. Rohan’s career at BC Hydro included roles in generation, strategic planning, distribution, and transmission.
Rohan is a Professional Engineer with an MBA from Simon Fraser University and a degree in Mechanical Engineering from the University of Waterloo. Rohan is a member of the Association of Professional Engineers and Geoscientists of B.C.
Principal, Tilghman Associates
Henry Tilghman is a Principal with Tilghman Associates where he advises renewable energy developers on national and regional energy policy issues focusing on transmission and integration of variable energy resources. He has previous experience in the energy industry with PacifiCorp, the Bonneville Power Administration, and Vestas Americas. He is also a member of WECC’s Scenario Planning Steering Group which provides strategic guidance to TEPPC.
Mr. Tilghman has a BS in Foreign Service from Georgetown University and a JD from the Northwestern School of Law at Lewis and Clark College.
Attorney, K&L Gates
Harvard P. Spigal is a partner in the Portland office of K&L Gates where he focuses on energy and utility law. His practice emphasizes transactional matters such as power resource development, facility purchases and sales, power purchases and sales, and transmission, power scheduling, and power system reliability agreements.
Prior to coming to K&L Gates, Harvey was Senior Vice President and General Counsel at Bonneville Power Administration, where he provided executive management and legal expertise to the Administrator/CEO in support of BPA programs in the general areas of transmission, natural resources, power, lands, Federal resources and treaties, generation and finance, personnel, and ratemaking.
During his 26 years with the Bonneville Power Administration, he worked on drafting the Pacific Northwest Electric Power Planning and Conservation Act, and supervised the negotiation and drafting of Bonneville’s 1981 power sales contracts following the Act’s enactment.
More recently, Harvey advised Bonneville with respect to its compliance with FERC Order Nos. 888 and 889. He advised Bonneville on its proposals for “slice of the system” product, standards for service, and customers’ obligations to use their resources to meet their loads.
As Senior Vice President for Transmission, Mr. Spigal managed the separation of Bonneville’s transmission function from its wholesale merchant function, and helped implement Bonneville’s first open access transmission tariffs. He served as a member of the Western Systems Coordinating Council’s Board of Trustees, and was Chair of the WSCC Committee which led to adoption of the nation’s first contract-based reliability management system.
Mr. Spigal received both his BA and law degrees from the University of Washington.
Executive Director, NIPPC
Robert Kahn has served as Executive Director of the Northwest & Intermountain Power Producers Coalition since its founding in September 2002.
He began his career working as a staff member to the late architect/philosopher R. Buckminster Fuller and after working for Governor Jerry Brown in Sacramento, completed a Doctorate in Education at the University of Massachusetts/Amherst in 1982. His dissertation is entitled: “Community Education for Indigenous Renewable Energy Development.”
With the conclusion of the Brown Administration in 1982, Dr. Kahn and his wife Cathy founded Robert D. Kahn & Company, a strategic communications agency. The agency has directed work for over 60 private and public sector clients. The agency is known for its work in energy policy, permit assistance and public acceptance of new technology. Dr. Kahn has worked with independent power producers since the industry’s earliest days in California. He has consulted with developers of proposed power plants totaling over 3500 megawatts of capacity. These projects include thermal (petroleum coke, CCCTs, gas-fired cogeneration, biomass and waste-to-energy) and renewable (wind, biomass, geothermal) power plants.
During the 1990′s Kahn served as a Special Assistant to the Chair of the Comprehensive Review of the Northwest Energy System, as a member of the Washington State Energy Siting Process Review Committee and helped found the Renewable Northwest Project.
Over the last nine years Kahn has managed all aspects of NIPPC’s advocacy and operations. NIPPC is active before FERC; the state utility commissions and legislatures of Idaho, Oregon and Washington; at proceedings of the Bonneville Power Administration and in other venues. The Coalition has grown from a fledgling start-up in 2002 into a forceful advocate for independent power generators regardless of technology.
Washington State Representative
Representative Jeff Morris is a fourth-generation native of Guemes Island in Washington State. He was elected to the State House of Representatives in 1996. He has served as Speaker Pro Tempore, House Floor Leader, 15 years as a member or Chair of the Technology, Energy, and Communications Committee and Chair of Finance. He is also a trustee of the Washington State multi-million dollar Life Sciences Discovery Fund.
As CEO of Energy Horizon LLC, Jeff directs the Pacific Northwest Economic Region’s Energy Portfolio and manages investments through his work as co-founder of Northwest Energy Angels – the first North American angel investing group investing exclusively in new energy technologies.
Jeff is the former director of the Northwest Energy Technology Collaborative (NWETC), headquartered at the Washington Technology Center (WTC). While there, Jeff and his team at WTC worked to accelerate growth of the new energy-technology industry in the region. The U.S. Department of Energy recognized his achievements by naming him a “West Coast Power Player.”
Noted as one of our most prominent leaders and critical thinkers on the future of energy and technology policy, Jeff speaks to hundreds of national and international conferences every year. For these reasons and more, Jeff was the 2008 recipient of NIPPC’s Vito Stagliano Excellence in Electricity Award.
Jeff represents the 40th District that includes San Juan County and parts of Skagit and Whatcom Counties.
